Kazakhstan is a birthplace for the Alma-Ata Declaration on Primary health care of 1978 which stated that health is a fundamental human right and that the attainment of the highest possible level of health is a most important world-wide social goal whose realization requires the action of many other social and economic sectors in addition to the health sector.

Vice-Minister of Health of Kazakhstan, Mr. Olzhas Abishev, will be presenting the Kazakhstan case "From informatization to Digitalization" during the session taking place on Wednesday 12th June from 13:30 to 14:30h called "From Data to Improved Outcomes: Toward Value-Based Care".

Since then, the past 40 years have brought to our world new technologies and with that new challenges and opportunities in healthcare.

In 2018, the Declaration of Astana on Primary health care was adopted in Kazakhstan which identified primary health care as a cornerstone of a sustainable health system for universal health coverage and health-related Sustainable Development Goals. The Declaration of Astana recognizes technology as a driver for the success of primary health care.

Since 2018, Kazakhstan has introduced electronic medical records based on international standards in 99% of all healthcare organizations and started piloting projects for disease prevention. Thus, Kazakhstan is committed to advance its health system through digitalization.
